Overview

Marin Community Clinics, founded in 1972, is today, a multi-clinic network with a wide array of integrated primary care, dental, behavioral, specialty and referral services. As a Federally Qualified Health Center (FQHC), we provide vital health services to almost 40,000 individuals annually in Marin County. The Clinics regularly receive national awards from the Health Resources and Services Administrations (HRSA). The Human Resources Generalist performs a wide range of tasks required to administer and execute human resources programs including but not limited to employee orientation, onboarding, compensation, benefits, leave and worker’s compensation administration, training, records management, compliance, disciplinary matters, disputes and investigations, performance and talent management, recognition and retention.  The HR Generalist provides support to employees and managers and utilizes our HR services applications.  This role will be knowledgeable in all aspects of HR operations and will specialize in one or more HR programs.

 

Reporting to the HR Manager, The HR Generalist works closely with the HR team and provides professional service and support to all levels and across the organization.

Responsibilities

  • Participates in the development and application of HR policies and procedures and provides support in application for MCC management and staff.
  • Responds promptly to incoming employee questions and provides answers to common questions on process, policies and benefits. Seeks guidance and escalates inquires as appropriate.
  • Upholds MCC values and provides guidance and direction to ensure consistent, equal and fair treatment of all employees. Consults with supervisors to ensure the consistent application of and adherence to company policies and procedures.
  • Reviews, tracks, and documents compliance with training, performance management and regulatory required items. This may include licensure, certifications, performance reviews and immunizations.
  • Maintain HRIS Database for employees, contractors, and volunteers in ADP including entering new hires, changes in status, and terminations; running audit reports; and correcting data entry issues.
  • Maintains employee records in accordance with State and Federal law as well within Health and Resource Services Administration (HRSA) and Joint Commission requirements for compliance.
  • Prepares HR data and metric reports that may include turnover, training compliance, and immunization and screening requirements.
  • Prepares for and conduct effective new employee orientations and training that creates a positive new hire experience and ensures employees have the necessary information and resources.
  • Ensure compliance with State and Federal regulations and applicable employment law.
  • Support communication and utilization of performance management tools & processes and compensation & rewards programs.
  • Prepares employee correspondence: separation notices, verification of employment, and related documentation. Uploads and file documentation in accordance with procedures.
  • May administer Workers Compensation including fining claims, providing status updates, addressing accommodation and return to work dates with employees. Maintains OSHA logs and completes OSHA 300 report.
  • May administer employee leaves of absence in accordance with Federal and State requirements. Assist employees, obtain documentation, and provide tracking and reporting.
  • May perform Benefit Plan Administration including enrollment, changes, termination of benefits in accordance with procedures and plan document requirements, may reconcile billing, and, resolve benefit access issues.
  • May administer employee engagement and other survey, analyzing data and creating reports.
  • Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law.
  • Other duties as assigned.

Qualifications

Education and Experience:

  • High School Diploma or Equivalent (GED) required.
  • Bachelor’s degree in Business Administration or Human Resources field preferred.
  • PHR or SHRM-CP Certified preferred.
  • At least 2 years of Human Resources-related experience, healthcare related experience preferred.
  • Experience with HR system software, ADP experience preferred.

Required Skills and Abilities:

  • Strong Microsoft Office experience including Word, Excel, Outlook and PowerPoint.
  • Able to create reports and analytics using Excel and other applications.
  • Strong communication skills in English, verbally and written. Bilingual Spanish a plus.
  • Able to maintain strict confidentiality and exhibit good judgement in decision-making.
  • Possess an employee service mindset with strong interpersonal skills.
  • Able to establish and maintain professional boundaries and positive working relationships.
  • Able to prioritize effectively, ensure accuracy and demonstrate solid organizational skills.
  • Spanish language skills a plus.

Physical Requirements and Working Conditions:

  • Fulfill immunization and fit for duty regulatory requirements.
  • Prolonged periods of sitting at a desk and working on a computer using keyboard and mouse.
  • Frequent use of phone.
  • Must be able to lift to 20 pounds.
  • Able to travel to clinic locations periodically.
