Overview

Marin Community Clinics, founded in 1972, is today, a multi-clinic network with a wide array of integrated primary care, dental, behavioral, specialty and referral services. As a Federally Qualified Health Center (FQHC), we provide vital health services to almost 40,000 individuals annually in Marin County. The Clinics regularly receive national awards from the Health Resources and Services Administrations (HRSA). Our Mission is to promote health and wellness through excellent, compassionate care for all.

 

The Public Affairs and Development Director is a senior leader responsible for advancing the mission, visibility, and financial sustainability of our Federally Qualified Health Center (FQHC). This dynamic role combines leadership of fundraising, donor relations, grant development, and major gifts with public affairs, community engagement, advocacy, and external communications. The Director is a key ambassador for the organization, building strong relationships with donors, policymakers, business leaders, media, and community partners to expand support for our programs and services. In collaboration with the CEO, Board of Directors, and executive leadership, the Public Affairs and Development Director will cultivate a culture of philanthropy, promote the organization’s public policy priorities, and strengthen our reputation as a trusted community health leader.

 

Candidates with experience working in Federally Qualified Health Centers (FQHCs), healthcare nonprofits, or public health organizations are strongly preferred.

Responsibilities

Public Affairs & External Relationships:

  • Serve as one of the organization’s primary points of contact for media relations, public events, and community forums.
  • Develop and implement a comprehensive public affairs strategy to increase organizational visibility and promote key healthcare initiatives.
  • Establish and maintain strategic relationships with local, state, and federal government officials, advocacy organizations, and business leaders.
  • Lead public policy and advocacy efforts aligned with the organization’s mission, including advancing healthcare access and equity for underserved populations.
  • Prepare talking points, press releases, op-eds, and public statements for leadership and board members.

Development & Fundraising Leadership:

  • Lead the organization’s comprehensive fundraising strategy, including major gifts, individual giving, annual appeals, corporate sponsorships, planned giving, and capital campaigns.
  • Identify, cultivate, solicit, and steward major donors and institutional funders, developing customized engagement and recognition plans.
  • Oversee and manage the full lifecycle of grant development—research, write, submit, and report on grant proposals to private foundations, corporations, and government agencies.
  • Collaborate with program and finance teams to ensure accurate and compelling grant narratives, budgets, and performance reports.
  • Develop and manage donor prospect pipelines and maintain accurate records using donor database systems.
  • Lead planning and execution of all fundraising events, including annual Summer Solstice Celebration, Golf Tournament, stewardship events, donor tours, and appreciation activities.

Grant Writing & Solicitation:

  • Research and proactively identify new grant opportunities from foundation, corporate, and government sources aligned with strategic priorities.
  • Write high-quality, persuasive grant proposals and letters of inquiry to secure new and renewal funding.
  • Lead the preparation and submission of HRSA grant applications, including the Service Area Competition (SAC), focusing on comprehensive needs assessments, data collection, analysis, and alignment with HRSA funding priorities.
  • Manage grant compliance, including timely reporting, data collection, and outcomes measurement.
  • Maintain a comprehensive grants calendar and ensure all deadlines are met.

Communications & Brand Management:

  • Oversee the development and execution of marketing and communications strategies to support fundraising, advocacy, and public relations goals.
  • Ensure consistent brand messaging across all communication platforms, including print materials, website, social media, and public presentations.
  • Lead production of key publications such as the annual report, donor impact reports, newsletters, and campaign materials.
  • Grow the organization’s digital presence to expand online giving and community engagement.

Community Outreach & Partnerships:

  • Represent the organization at community events, healthcare coalitions, and advocacy meetings to promote partnerships and collaborative initiatives.
  • Plan and execute outreach campaigns to strengthen relationships with community-based organizations, healthcare partners, and local businesses.
  • Coordinate site visits, donor tours, and public events that showcase the organization’s mission and impact.

Leadership & Team Management:

  • Supervise and mentor development, communications, and public affairs staff, as well as interns and volunteers.
  • Collaborate with the CEO, CFO, and program leaders to align fundraising goals with organizational needs and strategic priorities.
  • Prepare regular reports for the CEO, Board of Directors, and Development Committee on fundraising progress, public affairs initiatives, and external relations activities.
  • Develop and manage the department’s annual budget, ensuring efficient allocation of resources and the achievement of financial targets.

Qualifications

Education and Experience:

  • Bachelor’s degree in public Affairs, Communications, Nonprofit Management, Public Health, or a related field required.
  • Master’s degree preferred.
  • Minimum of 7-10 years of progressively responsible experience in nonprofit fundraising, grant writing and solicitation, public affairs, and communications.
  • Proven success in securing major gifts, managing grant portfolios, and leading high-profile public relations initiatives.
  • Direct experience managing HRSA grant applications, including Service Area Competition (SAC) grants, needs assessments, and federal reporting requirements is highly preferred.
  • Experience working with FQHCs, healthcare nonprofits, or public health organizations strongly preferred.

Skills and Competencies:

  • Exceptional written and verbal communication skills, including experience crafting successful grant proposals and public presentations.
  • Strong leadership, relationship-building, and strategic planning abilities.
  • Deep understanding of healthcare policy and advocacy for underserved communities.
  • Deep understanding of nonprofit donation regulations and opportunities.
  • Proficient in donor management systems (e.g., Raiser’s Edge, Bonterra) and digital marketing platforms.
  • Ability to manage multiple complex projects with competing deadlines.

Work Environment:

  • Primarily office-based with flexibility for hybrid/remote work per organizational policy.
  • Requires occasional evenings and weekends for events and donor engagements.
  • Regular travel within the community and occasional statewide or national travel for advocacy and donor relations.

Physical Requirements:

  • Prolonged periods of sitting, working at a computer, and public speaking.
  • Ability to lift up to 25 pounds for event setup as needed.

Covid-19 Vaccinations and Booster Requirements:

 All employees are required to be fully vaccinated for COVID-19, including current booster as a condition of employment, subject to limited exemptions. New employees are required to provide proof of being fully vaccinated for COVID-19 and boosted before the first day of employment. If you completed your primary series and early boosters, but have not received the most recent booster, you will be required to get the most recent booster and mask until completed.
