Overview

Marin Community Clinics, founded in 1972, is today, a multi-clinic network with a wide array of integrated primary care, dental, behavioral, specialty and referral services. As a Federally Qualified Health Center (FQHC), we provide vital health services to almost 40,000 individuals annually in Marin County. The Clinics regularly receive national awards from the Health Resources and Services Administrations (HRSA). Under the supervision of the Outreach and Enrollment Supervisor, the Certified Enrollment Counselor (Healthcare Enrollment Specialist) aids, informs, and supports new and established patients and other community members with a variety of programs, public benefits, and services. As part of the enrollment team, the Enrollment Counselor is responsible for the enrollment of patients into community, state, and county programs.

Responsibilities

  • Prepares and submits required eligibility information for all patients, advocates and refers to other
  • Interviews and screens new and established patients to determine eligibility for health insurances and other programs including but not limited to Medi-Cal, Covered California, CalFresh, CMSP.
  • Provides culturally and linguistically appropriate health insurance and social service enrollment/application assistance for demographically diverse patient
  • Responsible for tracking and reporting all required data for enrollment and outreach
  • Maintains statistical records. 
  • Advocates for patients with County and State Social Service agencies by helping file appeals and other
  • Conducts outreach calls to new Medi-Cal members assigned to MCC to register them and get them into
  • Attends all eligibility related meetings/ trainings and shares the information when appropriate with clinic personnel.
  • Utilizes EPIC Electronic Health Records to enter patient information and research
  • Coordinates with MCC internal staff, and other organizations to resolve patient problems/barriers, addressing basic needs, social determinants of health, and other economic factors.
  • Provides advocacy, support in negotiating/coordinating with service agencies/organizations.
  • Works closely with MCC staff to identify patients who need enrollment
  • Provides community outreach, screening and enrollment at various local events and festivals in Marin
  • Provide assistance and support to individuals and families during transition
  • Works with the Referral Navigators to identify uninsured patients who need specialty care and need to apply for charity care at hospitals or other healthcare. 
  • Assists patients to fill out the charity care applications and provides any follow-up
  • Maintains good working relationships with community partners by working as a liaison with other agencies and the
  • Provide services in appropriate internal and external community forums (community events to discuss insurance enrollment, )
  • Complete 50+ enrollments a month (Medi-Cal, Covered CA, CalFresh, CMSP)
  • Assist newly assigned MCC Partnership patients with establishing care with a Primary Care Provider.
  • Performs other duties and projects as assigned. 

Qualifications

Education and Experience:

  • High School diploma or equivalent (GED) is required. 
  • 1-2 years of Covered California experience is desired. 
  • Certification with Covered California is required. 
  • Ability to complete recertification requirements through Marin Community Clinics/Covered California is required (to be completed within 12 months of employment – Paid by MCC).
  • Ability to complete Patient Health Navigation training and certification (Paid by MCC).
  • Experience with Connect Care Clinical Information Systems (CIS) software and BenefitsCal applications preferred. 
  • Experience with data entry in the Aliados database preferred. 
  • Prior experience with EPIC Electronic Health Records preferred. 
  • Project coordination experience a plus. 

Required Skills and Abilities:

  • Basic knowledge of Microsoft Office software such as Outlook, Word, Excel. 
  • Ability to effectively speak, read, and write in English. 
  • Bilingual English/Spanish language skills are required. 
  • Ability to communicate effectively in English and Spanish.
  • Strong interpersonal skills. 
  • Ability to work independently and exercise good judgment with appropriate
  • Ability to work positively as a collaborative team
  • Ability to maintain strict confidentiality regarding patient
  • Ability to understand complex concepts and convey them in a manner that is easily understood by
  • Ability to manage and prioritize communications from multiple staff, organizations, patients, etc., at the same
  • Ability to organize and review large amounts of data in an organized and efficient
  • Ability to proofread, correct and review forms and data for scanning and/or
  • Ability to represent clinic in professional manner and handle patient issues with sensitivity and confidentiality.
  • Ability to meet deadlines and manage changing

  • Have reliable transportation and be available to travel within all clinic locations when is require attending meetings, outreach events or cover staff members.

Covid-19 Vaccinations and Booster Requirements:

All employees are required to be fully vaccinated for COVID-19, including current booster as a condition of employment, subject to limited exemptions. If you completed your primary series and early boosters, but have not received the most recent booster, you will be required to get the most recent booster and mask until completed.
