Overview

Marin Community Clinics, founded in 1972, is today, a multi-clinic network with a wide array of integrated primary care, dental, behavioral, specialty and referral services. As a Federally Qualified Health Center (FQHC), we provide vital health services to almost 40,000 individuals annually in Marin County. The Clinics regularly receive national awards from the Health Resources and Services Administrations (HRSA). Our Mission is to promote health and wellness through excellent, compassionate care for all.

Manages and coordinates all aspects of the procurement of materials, supplies and/or services and is responsible for activities and operations of the procurement function within Marin Community Clinics.

 

Responsibilities

Responsibilities:

  • Develops and manages all aspects of the procurement of materials, supplies and/or services for MCC.
  • Develops and leads critical projects that focusing on cost reduction, developing key supplier relationships, purchase authorization processes, cost/benefit financial analysis, and vendor quality management.
  • Ensures compliance with State and Federal Laws and with MCC policies and procedures for purchasing/subcontract activities.
  • Develops and implements policies and procedures to assure departmental effectiveness and compliance.
  • Obtains purchasing specifications for programs based on functional requirements.
  • Acts as a procurement resource to all MCC management staff to facilitate the best pricing, the best quality and the best delivery of materials, supplies and/or services.
  • Works collaboratively with group purchasing organizations.
  • Determines purchase requirements; facilitates the generation of appropriate purchase documents for goods/services purchased by MCC.
  • Facilitate, as needed, RFP programs with strategic partners.
  • Prepares required reports; provides detailed analysis of purchased goods.
  • Maintains vendor evaluation program and reports on on-time delivery, quality, and responsiveness.
  • Develops, implements, and monitors department budget; manages expenses within approved budget constraints.
  • Identifies, documents, and implements opportunities for continuous improvement.
  • Educates, motivates, and develops purchasing protocol for MCC.
  • Assures staff conforms to organizational purchasing policies and procedures, including approval of appropriate purchasing documents.
  • Performs other duties as assigned by manager.

 

Qualifications

Education and Experience:

  • Bachelor’s degree (B.A./B.S.) in related field or equivalent.
  • 4 to 6 years healthcare purchasing experience or equivalent.
  •

  • Strong organizational, problem-solving, and analytical skills.
  • Ability to manage priorities and workflow.
  • Versatility, flexibility, and a willingness to work within constantly changing priorities with enthusiasm.
  • Proven ability to handle multiple projects and meet deadlines.
  • Ability to deal effectively with a diversity of individuals at all organizational levels.
  • Good judgment with the ability to make timely and sound decisions.
  • Working knowledge of procurement data systems, procurement reporting, contracting, negotiation and procurement authorization processes.
  • Demonstrated ability to calculate figures and amounts such as discounts, interest, commissions, and percentages.

 

Physical Requirements and Working Conditions:

  • Prolonged periods of sitting at a desk and working on a computer.
  • Use of mouse, keyboard and headset.
  • Must be able to lift up to 15 pounds at times.

New employees are required to provide proof of being fully vaccinated for COVID-19 and boosted before the first day of employment. If you completed your primary series early boosters,but have not received the most recent booster,you will be required to get the most recent booster and mask until competed if hired.
