Marin Community Clinics, founded in 1972, is today, a multi-clinic network with a wide array of integrated primary care, dental, behavioral, specialty and referral services. As a Federally Qualified Health Center (FQHC), we provide vital health services to almost 40,000 individuals annually in Marin County. Marin Community Clinics is seeking a Compliance & Risk Management Coordinator/Project Manager to support the organization’s enterprise risk management (ERM) strategy, ensuring compliance with HRSA, FTCA, PCMH, HIPAA, and state/federal healthcare regulations. This role will focus on corporate risk management, regulatory compliance, and operational risk mitigation while supporting broader organizational efforts to enhance patient safety, financial sustainability, and strategic risk management.

This position works closely with leadership and department heads to identify, assess, and mitigate risks across all areas of the organization, including corporate, financial, operational, regulatory, and reputational risks. While another team member oversees clinical incident tracking and monitoring, this role will focus on proactive enterprise risk mitigation, regulatory compliance, and policy development.

Responsibilities

 

Enterprise Risk Management (ERM) & Corporate Compliance

  • Support the development and implementation of an Enterprise Risk Management (ERM) framework, ensuring risks are identified, assessed, and mitigated across all departments.
  • Conduct risk assessments in key operational areas, including financial operations, HR, IT security, governance, and regulatory compliance.
  • Assist in policy development and implementation related to risk mitigation, internal controls, and compliance best practices.
  • Ensure adherence to HRSA, FTCA, HIPAA, OSHA, California state laws, and FQHC-specific regulatory requirements.
  • Work with Finance and IT teams to support cybersecurity risk management and data protection initiatives.
  • Track corporate compliance issues, including contractual obligations, vendor agreements, and regulatory audits.
  • Serve as a resource for staff education and training related to compliance and risk awareness.

 

 

Risk Management Committee Coordinator

  • Serve as the primary coordinator for the Risk Management Committee, ensuring the committee is aligned with organizational goals, regulatory requirements, and best practices.
  • Organize and facilitate monthly or quarterly Risk Management Committee meetings, preparing agendas, reports, and tracking action items.
  • Collaborate with cross-functional leaders (HR, IT, Finance, Facilities, Medical, Dental, Behavioral Health) to assess and address key risks.
  • Ensure risk management strategies are integrated into quality improvement and patient safety initiatives.
  • Prepare comprehensive reports from the internal Risk Management Committee to the Board QI and Risk Management Committee on a quarterly basis (or more frequently), summarizing key risks, mitigation efforts, and progress on corrective actions.

 

Regulatory Compliance & FTCA Risk Management

  • Assist with FTCA deeming compliance, ensuring the health center meets all requirements for malpractice coverage and risk management.
  • Maintain documentation for HRSA Operational Site Visits (OSVs) and ensure continuous compliance with HRSA Health Center Program requirements.
  • Conduct internal audits and regulatory gap analyses to identify and address compliance risks.
  • Monitor state and federal regulatory changes, ensuring timely implementation of necessary updates.
  • Audit credentialing and privileging compliance to ensure compliance with provider enrollment and FTCA protections.

 

Operational & Financial Risk Mitigation

  • Identify and assess financial, operational, and reputational risks affecting the organization.
  • Support contract review and vendor risk management efforts to ensure regulatory compliance and financial integrity.
  • Collaborate with HR on workforce risk management, including training compliance, employee safety, and legal considerations.
  • Develop and implement business continuity and emergency preparedness plans to address potential operational disruptions.

 

Incident Response & Risk Investigations

  • Work with leadership to review and investigate high-risk operational incidents, ensuring appropriate documentation and corrective actions.
  • Track legal claims, patient grievances, and regulatory inquiries related to corporate compliance and enterprise risk.
  • Ensure compliance with reporting requirements for government agencies, insurers, and risk management entities.
  • Support the Risk Management Committee, preparing reports, tracking action items, and facilitating discussions on emerging risks.

 

 

Project Management & Quality Improvement

  • Lead or support compliance and risk-related projects, ensuring timely completion and measurable impact.
  • Develop workflow improvements to enhance compliance monitoring and risk mitigation efforts.
  • Collaborate with clinical leadership to integrate corporate and operational risk management into quality improvement initiatives.

Qualifications

Education and Experience:

  • Bachelor’s degree in Healthcare Administration, Risk Management, Business, Law, or a related field (Master’s preferred).
  • 3+ years of experience in compliance, risk management, enterprise risk, healthcare administration, or project management, preferably in an FQHC or healthcare setting.
  • Strong knowledge of HRSA, FTCA, PCMH, HIPAA, OSHA, and federal/state healthcare regulations.
  • Experience with corporate compliance, enterprise risk frameworks, and financial/operational risk management.

 

Required Skills and Abilities:

  • Proficiency in policy development, contract review, and internal audits.
  • Strong analytical, problem-solving, and project management skills.
  • Excellent communication skills, with the ability to engage stakeholders across departments.
  • Proficiency in Microsoft Office Suite, risk tracking software, and compliance management tools.
  • Ability to handle sensitive and confidential information with professionalism and discretion.

 

Work Environment & Schedule:

  • Full-time, hybrid work environment (on-site & remote work flexibility).
  • Occasional evening or weekend work may be required for audits, investigations, or compliance training sessions.
  • Local travel within Marin County for site visits and compliance assessments.

 

 

Physical Requirements and Working Conditions:

  • Prolonged standing and walking
  • Prolonged periods of sitting at a desk and working on a computer.
  • Must be able to lift up to 15 pounds at times.
  • Frequent travel among all MCC locations in Marin County.
  • Valid CA driver’s license
