As a Federally Qualified Health Center (FQHC), we provide vital health services to almost 40,000 individuals annually in Marin County. The Director of Clinical Compliance & Risk Management at Marin Community Clinics is a Registered Nurse responsible for managing incident reporting, patient complaints, and the clinical training program across all sites. This role oversees the clinical Risk Management program, chairs the Internal Risk Management Committee, and works closely with Clinical, Operational, and Informatics leadership to ensure comprehensive training on competencies, compliance/risk management, and the Electronic Health Record system. The compliance oriented, outpatient experienced RN needs to be on-site and available to answer and provide direction and guidance at the medical clinics.

 

Clinical Location:

Position will be based at the San Rafael Clinic located at 3110 Kerner Boulevard, San Rafael, CA 94901 or at the Campus Clinic located at 3260 Kerner Boulevard, San Rafafel, CA 94901.

 

Responsibilities

  • Manages day-to-day operation of the clinical risk management and clinical compliance programs. 
  • Promotes a culture of clinical safety across the health center.  
  • Works with clinical department directors and managers to ensure that all incidents and patient complaints are assessed for consistency with current policies and procedures, and leads Clinical Incident review meetings to identify opportunities for improvement.
  • Identifies potential areas of compliance vulnerability and risk, develops and implements corrective action plans for resolution of problematic issues, and provides general guidance on how to avoid or deal with similar situations in the future
  • Periodically reviews compliance policies (e.g., Standards of Conduct, HIPAA and privacy, Occupational Health, Quality Credentialing) to ensure accuracy and relevance in providing guidance to clinical management and employees.
  • Collaborates with other departments (for example, Human Resources, Operations, Health Information) to direct compliance issues to appropriate existing channels for investigation and resolution
  • Escalates potential litigation cases to the Chief Medical Officer, malpractice insurance carrier Risk Management department and General Counsel as needed to resolve difficult legal compliance issues
  • Ensures that compliance issues, incident reports and filed patient complaints, and allegations of violations of rules, regulations, policies, procedures, and Standards of Conduct are evaluated, investigated, and resolved
  • Develops and oversees a system for uniform handling of such incidents / allegations. Maintains incident reports and tracking logs to identify trends. Manages HIPAA / Privacy violation review, reporting, notification process in compliance with federal and state laws and regulations
  • Provides reports on a regular basis, and as directed or requested, keeps the Compliance Committee of the Board and senior management informed of the operation and progress of compliance efforts
  • Directs risk management audit areas in conjunction with department managers
  • Reports monthly risk management dashboard results to Board Risk Management Committee
  • Participates in regulatory and program audits, working in coordination with the Clinical and Operations Directors.

Additional Responsibilities:

  • Oversees the implementation and compliance of training programs for clinical competencies, compliance-related education, and Electronic Health Record (EHR) training.
  • Collaborates with Operations Directors, Clinical Trainers, and the EHR Training Manager to define roles and responsibilities within the training program.
  • Partners with Operations Directors to develop content for core competencies and foster continuous growth and development opportunities for trainers.

  • Ensures team members complete required training and competencies based on their roles.

  • Identifies opportunities for change that will enhance customer service, increase efficiency, reduce costs, and improve team member engagement.
  • Helps team members navigate transitions by addressing concerns, seeking feedback, and demonstrating empathy to ease resistance to change.
  • Focuses on improving profitability in alignment with organizational goals.
  • Prepares and adheres to the department's budget.
  • Reviews monthly financial statements and takes corrective action where necessary.
  • Submits monthly expenses, budget data, and grants information on time, adhering to organizational policies and procedures.

Qualifications

Education and Experience:

  • Bachelor’s degree from an accredited college or university required. 
  • Master’s degree in a health care related area required.
  • Bachelor of Science in Nursing (BSN) or equivalent clinical credentials required.
  • Current CA Professional Registered Nurse (RN) License.
  • A minimum of two years of experience supporting project- based work preferably in Quality Improvement and/or Risk Management required.
  • Experience working with electronic medical records preferred
  • Previous experience working at a joint commission accredited health care organization highly preferred
  • Experience working in Federally Qualified Health Center highly preferred.
  • Knowledge of all DHCS and DHS rules/regulations for outpatient clinics in California.
  • Experience in a family medicine based clinical setting.

Required Skills and Abilities

  • Knowledge of Quality Improvement methodologies
  • Ability to read, analyze and interpret relevant journals and reports
  • Ability to respond effectively in verbal and written form
  • Ability to write reports and narrative text concisely
  • Ability to effectively present information to management and board of directors
  • RN degree and current license required
  • Certified in Healthcare Compliance preferred
  • Bilingual in English and Spanish, both written and verbal preferred
  • High level of computer literacy and proficient in MS Office (Word, Excel and Outlook), electronic medical records and web applications.

  • Ability to grasp, hold and pick up and reach with hands and arms.
  • Ability to frequently lift and or move up to fifteen (15) pounds.
  • Ability to coordinate multiple tasks simultaneously.
  • Ability to travel to and from other health center sites and community locations.
