Overview

Marin Community Clinics, founded in 1972, is today, a multi-clinic network with a wide array of integrated primary care, dental, behavioral, specialty and referral services. As a Federally Qualified Health Center (FQHC), we provide vital health services to almost 40,000 individuals annually in Marin County. The Clinics regularly receive national awards from the Health Resources and Services Administrations (HRSA). Our Mission is to promote health and wellness through excellent, compassionate care for all.

 

The Chief Operating Officer (COO) is responsible for the overall operations and service excellence objectives across all of MCC’s locations. This position provides leadership in the development, implementation, and oversight of standards, systems, policies and procedures in alignment with the organization’s strategic initiatives.

  • The COO provides leadership and oversight to the directors, managers, supervisors, and all operational staff at each clinic location to ensure the efficiency and effectiveness of operations, patient and staff satisfaction, achievement of visit and revenue projections as budgeted, adherence to the annual budget, and performance on corporate quality goals. The COO provides leadership and support to site leaders with regard to staff supervision and the development of strong teams, systems and workflows.

  • The COO works in partnership with the Chief Medical Officer (CMO), Chief Dental Officer (CDO) and Chief Behavioral Health Officer (CBHO) to achieve the strategic priorities of the organization and ensure effective working relationships between clinical staff and health center operational staff.

  • The COO works in close partnership with the Chief Health Services Officer (CHSO) in areas of programmatic overlap where close collaboration between core clinic operations and MCC’s ancillary and support service lines drives MCC’s success. The COO works closely with the CHSO on special projects related to service line growth and corporate expansion.

  • The COO ensures that all health center campuses conform to all applicable federal, state, and local laws and regulations. The COO ensures MCC’s conformance with contractual expectations from all relevant regulatory entities. The COO is a key member the Executive Leadership Team.

Responsibilities

  • Provides leadership, support, and mentorship to the clinic site operations leaders at each location to support high performance in productivity, cost management, patient experience, quality improvement, patient and staff safety, staff engagement, regulatory compliance and to implement innovations in care delivery.
  • Translates strategic priorities into operational reality; aligns communication, accountabilities, resource capabilities, internal processes, and ongoing measurement systems to ensure that strategic priorities yield measurable and sustainable results.
  • In partnership with the CMO, CDO, CBHO, and CHSO, provides leadership on health center standardization across sites.
  • Participates in the development of long-range strategic plans and objectives for MCC.

    • Secures and compares information from multiple sources to identify operations and business issues; commits to an action after weighing alternative solutions against important decision criteria.
    • Establishes systems and processes, in collaboration with other executive leaders to attract, develop, engage, and retain talented employees; creates a work environment where people can grow, allowing MCC to meet current and future clinical, operations, and other business challenges.

  • Ensures compliance with all appropriate state, federal, and local laws and regulatory requirements for a Federally Qualified Health Center (FQHC), and ensures timely and accurate reporting to federal and state agencies for each location.
  • Participates in leadership team meetings that support the strategic and tactical direction of the organization.
  • Evaluates operational team organizational structure and performance and recommends adjustments, promotions, and corrective actions.
  • Resolves problems efficiently and effectively that are related to staffing, programs and services, patient grievances, utilization of facilities, and equipment and supplies for all locations.
  • Supports each location in the preparation of accurate and appropriate annual operating budgets for the CEO’s review and approval, manages each location within this budget, and reports accurately on progress made and challenges encountered.
  • Participates in the development and implementation of the quality improvement program and processes at MCC.
  • Other duties as assigned.

Supervisory Responsibilities:

  • This position manages the MCC Operations Directors and all related subordinate staff. Additionally, the position manages the Director of Patient Services and selected subordinate staff.

Qualifications

Education and Experience:

  • BA/BS degree in related field required.
  • Master’s degree in business, health care, public administration, or other related field preferred or equivalent experience.
  • 10-plus years in an FQHC or FQHC-Look Alike operations leadership position is required.

  • Strong organizational skills with ability to prioritize projects, manage multiple tasks, and meet deadlines.
  • Ability to work independently and as part of a team.
  • Excellent written and verbal communication skills.
  • Good judgment, as well as problem-solving and decision-making skills.
  • Perform complex mental functions and basic arithmetic functions; interpret complex laws, regulations, and policies; collect, interpret, and/or analyze complex data and information.
  • Proficiency with Microsoft Office applications, including Outlook, Word, Excel, and PowerPoint.
  • Valid CA Driver’s License.

Physical Requirements and Working Conditions

  • Travel among clinic locations and to community and business partners.

  • Prolonged periods of sitting at a desk and working on a computer.
  • Must be able to lift up to 15 pounds at times.
